Where can i get a software to make my own dress up game?

i love dress up games, and really would like to make one. but i dont want it to be really expensive. under 45 dollars. any one have a good idea? i also want it to be able to make other games, too .Where can i get a software to make my own dress up game?
All you really need is a java type program to make those kind of things. It is easy to use and there is not a whole lot you need to do in order to make anything like that. Gamemaker, or a 2-Dimensional object creator would work. If you want a 3D type, you can use AC3D. Either way, most software will not be cheap.
