Can you make your own dress up game without using Flash?

I can't ever possibly buy Flash because it costs like 700$. Is there another way to make a dress up game? Is there a way to download a software to make dress up games that is SAFE?

Well, if you don't want to use Flash/Actionscript, what language DO you want to use? There are many languages out there. For the most part, C++ is the best language for games, and there's a free library called Allegro which can be used to make 2D games fairly easily. However, a dress-up game wouldn't be very resource-intensive and you might want it to run on a web page, so if that's the case then Java might be your best bet, unfortunately I don't know what free Java game/graphics libraries exist but I'm sure you could find some on the Internet somewhere. There exist other languages which may work as well, like Visual Basic or Python, but I would recommend that Java and C++ are your best bets. Once you have picked a language and library, you can come back here and ask specific questions about the language and library you're using if necessary. Both C++ and Java can be used with safe, freely downloadable software, for C++ you can get Bloodshed Dev-C++ and for Java you can get Eclipse.
